WFLog is a lightweight log viewer for windows firewall log. It makes it easy to filter the log and optionally create firewall rules without resorting to powershell. Free to download and use.
Run it as administrator or adjust your ACL on the log folder to allow your user to read the logs.

Of course you have to first enable the firewall logging and adjust the logfile size to your demands.
